These requirements cover portable counter scales, ordinarily of the computing type, that are rated 250 volts or less. These scales consist of an attachment plug, a length of flexible cord, a switch, one or more lamps, lampholders, ballasts if electric-discharge lamps are used, and associated internal wiring. They are intended to be used in accordance with the National Electrical Code, NFPA 70.

These requirements do not cover scales involving electronic computing features or electrical features such as motor-operated components, relays, and provision for permanent connection to the power supply. Such scales are judged under the applicable requirements in the Standard for Office Appliances and Business Equipment, UL 114, or the Standard for Information Technology Equipment, Including Electrical Business Equipment, UL 1950.

A product that contains features, characteristics, components, materials, or systems new or different from those in use when the Standard was developed, and that involves a risk of fire, electric shock, or injury to persons, shall be evaluated using the appropriate additional component and end-product requirements as determined necessary to maintain the level of safety for the user of the product as originally anticipated by the intent of this Standard.
